This appears to be Emma Rodgers, licencee of the Packhorse Inn. She took over the running of the pub from her husband, Amos. In the 1901 census Emma is a 58 year-old widow at the Packhorse Inn. On Census night her 12 year old grand-daughter, Maggie Rodgers, is staying with her. Boarding there is 47 year-old Francis Jones, a coal hewer, and servant Margaret Briscoe, age 14.
